Overview
Ka Hikitia – Managing for Success: The Māori Education Strategy 2008 - 2012 has four focus areas that describe the points in the system where the evidence shows coordinated activity will have the most impact.
They are the Foundation Years, Young People Engaged in Learning , Māori Language in Education and Organisational Success.
The first three focus areas are points within the education system where evidence shows Māori learners are particularly vulnerable. They are areas that with more concentrated focus and action have the greatest potential to rapidly improve Māori education outcomes overall.
The fourth focus area, Organisational Success, aims to shift the way the Ministry of Education and the other Government education agencies think about and invest in education to ‘step up’ the performance of the system for, and with, Māori. Organisational Success recognises the commitment and focus necessary to achieve the shifts required in the three other focus areas.
Focusing on four areas does not mean changes are not needed elsewhere in the system or that other aspects of the system aren’t important. These are simply the four areas of highest priority because of their potential to lift the system’s overall performance for, and with, Māori learners.
Each focus area includes a set of goals, actions, targets and outcomes.
The targets have been set to monitor progress towards achieving the goals. The targets are aspirational, yet achievable and will enable progress to be tracked over time.

Foundation Years
This focus area concentrates on ensuring children get the best start in life and in education through:
- participation in high-quality early childhood education
- effective transitions to school
- strong early literacy and numeracy foundations
- effective home-school partnerships focused on learning.

Young People Engaged in Learning
This focus area concentrates on ensuring Māori youth, particularly in years 9 and 10, are engaged in learning through:
- effective teaching and learning for Māori students in years 9 and 10
- increased student involvement in and responsibility for decision-making
- effective professional development and accountable leadership
- improved whānau-school partnerships focused on presence, engagement and achievement.

Māori Language in Education
Focus area three aims to ensure:
- strong establishment processes for Māori-medium schools
- effective teaching and learning of and through te reo Māori
- strengthening the supply of high-quality teachers
- building the evidence base for mātauranga Māori.

Organisational Success
This area focuses on:
- strong leadership in Māori education across the Ministry of Education and the education sector
- more confident ministry people working closely with Māori
