Introduction

The Ministry of Education consulted on National Standards and plain language reporting with the education sector and parents, families and whānau between 25 May and 3 July 2009. Over 4000 people attended school sector meetings and almost 2150 people attended meetings for parents, family and whānau.

Information packs and feedback forms were available on the Ministry website, distributed at meetings and could be ordered directly from the Ministry’s warehouse. The packs consisted of background information, sample standards for reading, writing and mathematics, professional elaborations for teachers, samples of reports for parents and two feedback forms – one for the school sector and one for parents, family and whānau.

A total of 4968 written responses were received, including 3011 parent, family and whānau feedback forms. Sixty five percent of these were online. Of the 1176 sector response, 490 came from groups in total representing 4557 people. Most of the sector responses were from teachers, 486 came from principals, 79 from school trustees and 220 from school advisors, teacher-educators and school consultants. There were also 181 submissions that did not use feedback forms.

The feedback from parents came from a range of ethnic groups and student age groups. Sector responses were from a cross-section of school types and deciles.

Feedback from meetings has been analysed by the Ministry of Education and the New Zealand Council for Educational Research (NZCER) was commissioned to analyse feedback forms and submissions.
