|Assistive technology for learners with special educational needs

|Funding of $4.230 million over four years will provide additional assistive technology to learners with special education needs, including specialised computers and classroom hearing equipment. This assistive technology helps students improve their writing and reading skills, their participation in the classroom, and their social interaction and behaviour. In the long-term the provision of this technology helps to contribute to better educational and life outcomes for learners with special education needs, particularly in enabling them to gain better skills and qualifications to put them on a positive path as they leave secondary school. |
|Positive Behaviour for Learning - progressing implementation
||Positive Behaviour for Learning is a programme that is aimed at parents, teachers and schools and looks to turn around problem behaviour in children and young people and to encourage pro-social behaviour. |
Budget 2012 funds the extended implementation of Positive Behaviour for Learning for 2012/13. The following specific programmes will be extended as part of Positive Behaviour for Learning in the 2012/13 year:
- Additional funding to extend the School Wide programme, which looks to support schools to create a culture where positive behaviour and learning can thrive.
- Continued extended funding for additional parents and teachers to receive the Incredible Years programme, which looks to create strategies to turn around problem behaviour and promote positive behaviour.
- Funding to implement further evidence-based behaviour programmes, including Māori designed and developed programmes and restorative practice.
- In 2010 the Government provided $45 million of initial funding for the PB4L Action Plan for the first five years of implementation.
- Budget 2010 provided $15 million additional funding over two years (2010-2012). Budget 2012 has provided a further $15 million of additional funding for 2012/2013 year.
- The additional funding supports programmes such as School-Wide, Incredible Years and the implementation and piloting of other evidence-based programmes.

|Announced on 4 April 2012 as part of the Prime Minister’s Youth Mental Health package, this range of initiatives aim to improve prevention and treatment services for young people with, or at risk of, mental health problems such as depression, anxiety, conduct disorder and substance abuse.|
A number of school-based initiatives will be delivered as a result of this funding. This includes:
There will also be additional funding aimed at the development of information technology systems to support the delivery, reporting, monitoring and evaluation of programmes to improve prevention and treatment services for young people with, or at risk of, mental health problems.
- Making schools more responsible for student well-being, and creating indicators to measure student well-being.
- Expanding and trialling universal programmes that prevent anxiety, depression and conduct disorder and services to support those experiencing mental health concerns. For example, the FRIENDS For Life programme will be trialled in secondary schools. This programme looks at long-term measures to decrease anxiety and depression in youth.
- Expanding the provision of specialised prevention programmes or approaches that are targeted at those at risk. This includes the Check and Connect programme which targets youth who are disengaged, or are at risk of disengaging, from school.
- Measures aimed at improving the school guidance system.
