Call for funding applications
Introduction
The Ministry of Education wishes to support conferences/wānanga to be held in New Zealand during the period 1 July 2009 to 30 June 2010. This support will assist teachers, principals and boards to raise the achievement of all their students, through a focus on effective teaching and learning. Teachers’ associations, principals’ groups, early childhood organisations and other relevant educational providers are invited to submit applications on the template provided, which meet the specific criteria outlined below.
This is the first call for applications for sponsorship from the Quality Teaching Partnership Fund for conferences scheduled before 30 June 2010. Sponsorship will not be granted retrospectively.
Criteria for Applications
To be eligible for funding, an organisation must:
- be a recognised national body or educational provider, such as a federation, university, school or incorporated society; and
- have a national membership and/or focus or be a part of a national body, the majority of whom are principals, classroom teachers or early childhood educators.
To be eligible for funding, the conference/wānanga must:
- foster the professional learning of principals, teachers or early childhood educators; and
- focus on effective teaching to improve learning outcomes for diverse learners.
Preference will be given to conferences which are longer than one day in duration.
NB: Effective teaching has been identified as a key influence on education outcomes. Refer to the Best Evidence Synthesis “Quality Teaching for Diverse Students in Schooling” – Adrienne Alton-Lee (June 2003).
Funding
The following guide indicates possible levels of sponsorship available:
- national conference/wānanga held annually, up to $4,000
- national conference/wānanga held biennially, up to $6,000
- international conference/wānanga held in New Zealand, up to $10,000
- regional conference/wānanga, up to $2,000
NB: An event is deemed International if it has been advertised overseas and will attract a number of participants from overseas. (Proof of overseas advertising must be provided).
The number of eligible applications received that are deemed to meet the criteria will determine the amount of funding distributed to each organisation. The application must identify other proposed avenues of funding which are being sought, such as TRCC or corporate sponsorship.
The panel’s decision is final and is based solely on the information provided in the application.
The funding may be used to subsidise the:
- expenses of participants (excluding social events/entertainment);
- costs of the conference/wānanga, such as those associated with venue, payment of presenters, conference organiser, etc.
Selection Criteria
Conferences will be selected for sponsorship according to the organisation and conference eligibility criteria above, and the degree to which the conference/wānanga reflects the focus on effective teaching. Consideration will also be given to a balance across sectors, key Ministry of Education programme areas, events with a focus on education of Māori or Pasifika students, and the provision of support for new policy initiatives.
Ministry of Education Involvement
It is expected as part of the sponsorship agreement, that there will be:
- acknowledgement of Ministry of Education funding in all publicity and/or promotional materials, through the use of the official ministry logo and any other means as deemed appropriate by the ministry;
- opportunities for Ministry of Education speakers and workshop presenters, in the interests of supporting and promoting partnerships (it is expected that their registration fee will be waived);
- opportunities for Ministry of Education displays.
Conference/Wānanga Report
Approved funding applicants are required to submit a report to the Royal Society of New Zealand (who administers the fund for the Ministry of Education) within six weeks of the completion of the conference/wānanga. The report must align with the template information provided in the initial application and demonstrate how the eligibility criteria were met.

Five copies of the application and an electronic copy should be received by the Education Programme Coordinator - Quality Teaching Partnership Fund, Royal Society of New Zealand, Box 598, Wellington, by 5.00pm, Friday, 20th February 2009.
Applications received after this date will not be considered.
