Parents and caregivers who wish to educate their child at home must first have approval from their local office of the Ministry of Education. Under the Education Act 1989 Section 21, a homeschooling applicant must demonstrate that:
- their child will be taught at least as regularly and well as in a registered school
- their child, if they would otherwise be likely to need special education, will be taught at least as regularly and well as in a special class or clinic or by a special service.

Once you have completed your application, post it to your nearest Ministry of Education office, contact details are available to download below. If you require any more information or assistance with your application please contact your nearest Ministry of Education office.
Note that if your child has turned 6, and is not yet 16 years old, he or she must be enrolled in and attending a registered school while an application for homeschooling is being processed.
