The NSI business processes were derived from the overall objectives of the project and reflect the feedback received as a result of extensive consultation, including input from education provider representatives, other agencies operating similar indexes and an independent quality assurance report. The design of the processes was also informed by a survey of tertiary education providers and Industry Training Organisations (ITOs) that was conducted in November-December 2000.

The business processes served as the basis for the technical design of the NSI system.
