Crown Entity Monitoring Framework and Plan

Outlines the Ministry of Education's approach to Crown Entity Monitoring.

The purpose of monitoring is to provide independent advice - independent of the entity but attuned to the broader sector issues facing the entity - to the responsible minister on the performance of the entity. Providing that independent advice is the primary role of a monitoring department. The monitoring department acts as the agent of ministers in looking at the entity's performance. Monitoring must be especially alert to:

  • the alignment of the entity's plans with government directions;
  • the maintenance and enhancement of the entity's longer term capability;
  • risks to the entity's delivery of its agreed outputs, and to the desired outcomes
