The Ministry of Education commissioned a consultation exercise with principals, education sector representatives and with students who have left school before turning 16 to identify the key barriers and incentives around student retention in New Zealand. This page provides a link to the final report on the Staying at School consultation, containing the findings of a major consultation exercise to identify the key barriers and incentives around student retention in New Zealand.

The consultation was carried out by TNS and Monarch Consulting Ltd between July and September 2006 and involved both quantitative and qualitative research with principals, education sector representatives and with students who have left school before turning 16. The consultation focused on the following research objectives:

  • factors that are seen by schools as barriers to retaining students at school to the age of 16;
  • factors that support student retention that are seen by schools as working well;
  • areas where further government support may be needed;
  • factors that are associated with decisions to leave school before turning 16 by students; and
  • factors that may have encouraged these students to stay at school.
