Overview of operational funding components

This table outlines the various components of operational funding.

Administration grant Helps meet costs of attached teachers eg, teacher development, telephones, materials, administrative support. Standard grant for each officially approved teacher position. Paid to cluster (RTLBs) or school (all other teachers) See section Administration grant in section 1-7.
Arts coordinator To assist schools with the coordination of cultural and artistic events for their students. All schools with year 9-13+ students See section Secondary Schools Arts Coordinators Project in section 1-6.
Base funding For fixed costs associated with the operation of a school and to compensate for the absence of economies of scale in smaller schools. All schools, according to school type and roll. See section Base funding in section 1-6.
Careers Information Grant (CIG) For provision of careers guidance. All schools with year 9-13+ students, according to roll and decile. See section Careers Information Grant in section 1-6.
Class funding To assist boards of special schools meet the costs of support staff. Most special schools. Changes to allocations by application only. See section Class funding (Special schools only)
Enhanced Programme Fund Assists boards of magnet schools for students with moderate special education needs. Eligible schools, on application. www.minedu.govt.nz/EPF 
Heat, light and water To assist boards meet the cost of supply and consumption of power, fuel and water. All schools. Changes to allocations by application or agreed process. See section Heat, light and water
ICT funding To assist boards with the provision of ICT hardware and software. Calculated using base and per-pupil rates. See section ICT funding
Kiwisport To assist boards to encourage an children to participate in organised sport and to increase the availability of sporting opportunities All schools, according to roll See section Kiwisport
Learning support funding To support students who have learning or behaviour difficulties and to support the work of the RTLB Paid to RTLB clusters, according to each school’s roll and decile. See section RTLB learning support funding
Māori Language Programme funding For the provision of Māori language immersion programmes. All schools, according to number of students at each immersion level recorded in roll returns. See section Māori Language Programme
New classrooms To assist boards equip new classrooms generated by roll increases or increased staffing entitlements.

Out-of-hours music
and art
Administration grant for schools holding classes from official tutor hour allocation for year 1–8 students. Allocation of hours made by local office. Grant paid each term, once return sent to local office. See section Out-of-hours music and art (primary schools only)
Per-pupil funding To assist boards meet the cost of curriculum delivery. All schools, according
to roll.

Property maintenance Provides for property maintenance and for minor capital works. All schools, according
to property profile (the minor capital works component is not paid to integrated schools).

Relief Teacher funding Assists with the costs of employing relief teachers All schools, according to type and staffing entitlement See section Relief Teacher funding
Risk management Boards may belong to the Ministry’s Risk Management Scheme which insures for loss or damage to school contents and boards legal liability. Levies are deducted directly from Operational Funding. All member schools, levied according to roll. See section Schools’ Risk Management
RTLB year 11–13+  To support year 11–13+ students with learning and behaviour difficulties. Paid to RTLB clusters, according to each school’s roll at Year 11–13+ and decile. See section RTLB year 11–13+
Secondary Tertiary Alignment Resource (STAR) To assist boards meet the cost of providing opportunities for senior student to access programmes in non-conventional subjects. All schools with Year 11–13+ students, according to weighted
roll at each year level.

Special education equipment/Assistive equipment For specialised equipment for individual students with special education needs. One-off payment, on application to Special Education Technology Coordinator. See section: Special education equipment/Assistive equipment
Special Education Grant (SEG) Enables boards to provide extra assistance to students with moderate learning needs. All schools, according
to roll and decile.

Targeted Funding for Educational Achievement (TFEA) Assists boards to overcome the barriers to educational achievement that are associated with low socio-economic status. All decile 1–9 schools, according to roll and decile. See section Targeted Funding for Educational Achievement
Targeted Funding for Isolation Recognises additional costs incurred as a result of isolation. Isolated schools, according to roll and Isolation Index. See section Targeted Funding for Isolation
Travel grant To assist boards meet travel costs of attached itinerant teachers.

Officially approved itinerant positions.  Rates depend on amount of travel undertaken.

Paid to cluster fundholders (RTLBs) or school. Changes to travel grant rates are made by application.

Vandalism Assists board take steps to reduce vandalism. All schools except integrated schools according to roll and vandalism rating. See section Vandalism.
