International Student Levy
The International Student Levy (ISL) applies to both state and integrated schools. The levy applies to each international fee-paying student enrolled. The levy does not apply to exchange or NZAID students.
Levy calculation - weekly rates
Schools are only charged for the period of time for which the international fee-paying student is enrolled. The levy is calculated by multiplying the enrolled weeks by a weekly rate, see Appendix 1 table J: International Student Levy.
How is the levy debited?
The ISL is calculated on a trimester basis. The Ministry of Education uses the ENROL database to calculate the number of weeks each student has been enrolled in that trimester period and then multiply by the weekly rates to determine the amount of the levy due. This means that schools will have the levy amount spread over the year. The following table gives the trimester periods and the dates the levy will be debited from the Operations Grant instalments.
The administrator will email schools a spreadsheet (RS15) which will list the international fee-paying students and the amount of levy generated by each student at the end of each trimester so that they know in advance how much will be deducted from their Operations Grant instalment.

Levy refunds
The use of the ENROL database should mitigate the need for a refund process. If, however, schools think they are entitled to a refund please contact the administrator.
