Costs covered

The lists below shows the costs and services covered by Heat, Light and Water.

  • Supply, capacity and line charges for electricity.
  • Coal and wood, including transport.
  • Gas, reticulated and portable, including delivery and canister hire.
  • Water supply
Costs incurred as a result of not being on a district sewage disposal scheme including:
    • site plant eg, septic tank
    • costs of servicing (except by school personnel)
    • energy
    • consumables
    • repairs and maintenance
    • removal of waste.
Costs incurred as a result of a school not being on the town water supply including:
    • water system, eg, filtration plant
    • costs of servicing (except by school personnel)
    • energy
    • consumables
    • repairs and maintenance
    • water testing.

Costs not covered

The list below shows the goods and services not covered by Heat, Light and Water. The funding for these is included in the base and per-pupil funding.

  • School personnel costs, eg, time spent by a school official on energy-related work such as firing up the school boiler.
  • Consumables for heat and light, eg, light bulbs, elements, toilet paper.
  • Cost of energy audits.
  • Costs attributable to community and commercial activities outside the scope of Operational Funding, eg, continuing education classes, hostels, use of swimming pool out of school hours.
  • Repairs and maintenance of heating and lighting equipment.
  • Local authority charges for sewage disposal.
