Transfer and Removal Payments
Under the terms of the various teachers'/principals’ Collective Agreements, a range of payments may be available to eligible teachers/principals who are transferring schools within New Zealand. The payments applicable are determined by the employment agreement under which the teacher/principal is employed at their new appointment.
Transfer and Removal
Teachers/Principals relocating to another housing district to take up a long term specialist training course or a new teaching position of 12 months or more in a state or state-integrated school may be eligible to receive Transfer and Removal expenses (T&R). T&R is made up of a lump sum payment to assist during the relocation, and accommodation/property expense claim to manage costs incurred once the new destination is reached.
Transfer and Removal – Lump Sum payment
The Transfer and Removal Lump Sum is expected to cover travel, telephone reconnection, transfer grant, school uniform changes, in-transit accommodation and meal allowances, to qualifying teachers/principals under the T&R provisions of the relevant Teachers'/Principals’ Collective Agreements (CA’s).
Application process
Applications are made using the Transfer and Removal – Lump Sum Eligibility and Assessment form (TR1) available from the Resourcing forms page.
Transfer and Removal – Accommodation/Property Expenses
Accommodation/Property Expenses cover things such as: rental subsidy, accommodation allowance, mortgage penalties, land agents’ and legal fees associated with sale/purchase of property, not covered by the Lump Sum Payment, to qualifying teachers/principals under the T&R provisions of the relevant Teachers'/Principals’ Collective Agreements (CA’s).
Application process
Applications are made using the Transfer and Removal – Accommodation/Property Expenses form (TR2) available from the Resourcing forms page.
Removal company for transfer and removal
The Ministry’s contracted provider for the relocation of teachers’/principals’ household effects within New Zealand is New Zealand Van Lines Ltd (NZVL).
Once the Ministry has approved entitlement to receive relocation assistance under transfer and removal provisions for the teacher/principal, a representative from NZVL will contact the transferring teacher/principal to make arrangements for a pre-pack inspection, and the subsequent packing, removal and delivery of the teacher’s/principal’s household effects.
At the time of the pre-pack inspection, NZVL will provide the transferring teacher/principal with a copy of the “Guide to Moving within New Zealand” which contains information to assist with before, during and after the relocation.
Where contact is required between the teacher/principal and the removal company, NZVL’s national office or branch nearest point of origin (ie, location the teacher’s/principal’s household effects are moving from) should be telephoned in the first instance. In all communications with NZVL, teachers/principals should state they are being moved at MoE expense to assist the representative in dealing with their query. Contact details can be found on http://www.nzvanlines.co.nz/locations.
