The standard Ministry of Education construction rates applied to all funding programmes.
Standard Ministry Construction Rates
Budgets provided to schools to build new buildings are based on the area required and standard square metre construction rates.
The following construction rates will apply from 1 July 2009 to all new capital budgets provided.

NB: Construction rates are rounded to the nearest $50.
These rates apply to the gross (total) area for which the budget is provided. The Ministry also provides a budget to cover site-works related to construction including provision of services, landscaping, decks, covered ways, additional car parking etc as required. This is applied as $15,000 per teaching space and $110 per square metre for non-teaching space area.

The adequacy of the construction rates is reviewed annually by monitoring the costs of residential and commercial construction as measured by specific factors within the Capital Goods Price Index (CGPI). The CGPI is used to measure the movements in the average levels of prices of fixed capital assets within the New Zealand economy.
