Notification of Initiation of Bargaining for the Teacher and Principal Collective Agreements

This circular is about:
Initiation of bargaining for the renewal of the following collective agreements:

  • Secondary Teachers' Collective Agreement
  • Secondary School Principals' Collective Agreement
  • Primary Teachers' Collective Agreement
  • Primary Principals' Collective Agreement
  • Area School Teachers' Collective Agreement
  • Area School Principals' Collective Agreement

The action required is: This circular does not replace any other.

It is intended for: Please note the contents of this circular and notify all teachers and principals of the notification to initiate bargaining of the above collective agreements.

Introduction

Section 43 of the Employment Relations Act 2000 requires that, on receiving a notice initiation bargaining for a collective agreement under the Act, details of that notice are to be drawn to the attention of all employees who come within the coverage of the intended agreement within ten days of receiving that notice.

Secondary Teachers' Collective Agreement

On 2 May 2007 the NZ Post Primary Teachers' Association (PPTA) wrote to the Ministry of Education to formally initiate bargaining for the renewal of the Secondary Teachers' Collective Agreement, which expires on 30 June 2007.

The PPTA propose that the Agreement entered into the by Secretary of Education, acting under the delegation of the State Services Commissioner, and the PPTA with the intended coverage of the following groups of teachers employed in state or state integrated schools who are or become PPTA members:

  • Teachers in secondary (year 9-13 and year 7-13) schools and their subsidiary units;
  • Teachers in composite (other than area) schools and special schools and units who teach year 9 and above students;
  • Secondary technology/technicraft (previously `manual') teachers of classes at years 7 and 8;
  • Itinerant teachers of instrumental music employed in secondary (year 9-13 and year 7-13) schools;
  • Secondary teachers in the secondary and specialist services divisions of the Correspondence School.

Secondary School Principals' Collective Agreement

On 2 May 2007 the PPTA wrote to the Ministry of Education to formally initiate bargaining for the renewal of the Secondary School Principals' Collective Agreement, which expires on 30 June 2007.

The PPTA propose that the Agreement entered into the by Secretary of Education, acting under the delegation of the State Services Commissioner, and the PPTA with the intended coverage of principals employed in state or state integrated year 9-13 secondary schools and state or state integrated year 7-13 schools who are or become PPTA members.

Primary Teachers' (including Deputy Principals, Assistant Principals and Other Unit Holders) Collective Agreement

On 2 May 2007 the NZ Education Institute Te Riu Roa (NZEI) wrote to the Ministry of Education to formally initiate bargaining for the renewal of the Primary Teachers' (including Deputy Principals, Assistant Principals and Other Unit Holders) Collective Agreement.

The NZEI propose that the Agreement entered into the by Secretary of Education, acting under the delegation of the State Services Commissioner, and the NZEI is intended to cover the following groups:

  • teachers;
  • unit holders including deputy and assistant principals;
  • teachers and unit holders on the "G scale";
  • speech language therapists;
  • resource teachers;
  • external and lead attesters and;
  • untrained employees in teacher positions;

who are employed by the Boards of Trustees (the employer) in the following state or state integrated schools and who are or become NZEI members:

  • primary schools (including normal schools, model schools, and intermediate schools);
  • composite schools (other than area schools) including (without limitation) years 7-10 schools, year 7-13 schools, year 7-15 schools, the Correspondence School primary section and the primary section of the Correspondence School Specialist Services;
  • special schools;
  • intermediate departments, special classes or attached special education units of secondary schools; and
  • any such school that is also established as a kura kaupapa Maori or that has any additional designation or status under the Education Acts 1964 and 1989;

with the exception of teachers in composite schools who predominantly teach students classified as year 9 or above.

Primary Principals' Collective Agreement

On 2 May 2007 the NZEI wrote to the Ministry of Education to formally initiate bargaining for the renewal of the Primary Principals' Collective Agreement, which expires on 30 June 2007.

The NZEI propose that the Agreement entered into the by Secretary of Education, acting under the delegation of the State Services Commissioner, and the NZEI with the intended coverage of principals employed in state or state integrated primary schools (including normal schools, model schools and intermediate schools); composite schools other than area schools; special schools; any such school that is also established as a kura kaupapa Maori or which has any additional designation or status under the Education Acts 1964 and 1989.

Area School Teachers' Collective Agreement

On 2 May 2007 the NZEI and the PPTA wrote to the Ministry of Education to formally initiate bargaining for the renewal of the Area School Teachers' Collective Agreement, which expires on 30 June 2007.

The NZEI and the PPTA propose that the Agreement entered into the by Secretary of Education, acting under the delegation of the State Services Commissioner, and the NZEI and the PPTA has the intended coverage of teachers (excluding principals) employed in state and state integrated area schools who are or become NZEI or PPTA members.

Area School Principals' Collective Agreement

On 2 May 2007 the NZEI and the PPTA wrote to the Ministry of Education to formally initiate bargaining for the renewal of the Area School Principals' Collective Agreement, which expires on 30 June 2007.

The NZEI and the PPTA propose that the Agreement entered into the by Secretary of Education, acting under the delegation of the State Services Commissioner, and the NZEI and the PPTA has the intended coverage of principals employed in state and state integrated area schools who are or become NZEI or PPTA members.
