Teacher Qualification Salary Groups

This circular is about: Salary groupings for qualifications for State and State Integrated school teachers' in primary, area and secondary schools.

Introduction

The salary groupings for the following qualifications in teacher education have been approved in consultation with education sector representatives (2 October 1998). Specific qualifications for the compulsory education sector are referred to below.

Teacher training requirements for entry salary differ according to the provisions of the relevant teacher collective employment contract (CEC) applying in that sector. This supplement separates teacher education from teaching subject. The salary groups identified for the qualifications on the two lists apply equally to teachers appointed under the primary, area and secondary teacher CECs or model Individual Employment Contracts (IECs).

For convenience the original primary, area and secondary teachers' Qualifications Charts are appended and the 1997 supplementary list is reprinted with this circular.

Primary Sector

The following lists are additional to the Qualifications Chart referred to in sub-clause 5.10.2 of the Primary Teachers' (including Deputy and Assistant Principals' and other unit holders) Collective Employment Contract and to the supplementary lists published in the Education Gazettes of 5 August 1996 and 17 November 1997.

The basic qualification for trained teacher status is the primary teachers' NZ Diploma of Teaching. Qualifications completed in addition to the NZ Diploma of Teaching place an applicant in an entry salary group shown on the following chart. The salary of a teacher holding a NZ Diploma of Teaching and an additional Higher Diploma of Teaching is funded in Q2. The salary of a teacher holding a NZ Diploma of Teaching and additional credit to 2/3 degree of diploma, as per page 4, is funded in Q2.

Qualifications gained after entry to the teaching service may entitle holders to advance to a higher maximum salary but not to an immediate salary increase. The exceptions are teachers who were appointed prior to and who were in primary teaching service at 2 July 1997, who commenced a course of study before 4 March 1998 and who complete that course by the end of the 1999 school year.

Teachers who enrol in the programme of study for the recently introduced three year, pre-entry teacher education degrees such as the Bachelor of Education (Teaching) or the Bachelor of Teaching, and whose Diploma of Teaching counts as credit towards that degree, will not be entitled to a Q2 level when they have completed two-thirds of the degree. However, on completion of the degree their salary will be funded in salary group Q3.

A completed Bachelor of Education or Bachelor of Teaching which includes the NZ Diploma of Teaching will be recognised in salary group Q3. Teachers holding a pre-entry Bachelor of Education or Bachelor of Teaching that does not include primary teaching training, require a NZ Diploma of Teaching (primary) in addition to the degree for trained teacher salary.

The recognised salary groups of post graduate diplomas (see below) gained while in the teaching service will be determined by taking account of the qualification the teacher held prior to the programme of study. Application for the salary recognition of post graduate diplomas should be made to the Ministry of Education, Industrial Relations Unit with details of pre-requisite qualifications.

Teachers' salaries are funded at the level of the highest qualification held. From 12 October 1998 teachers entering the service with both a BA and a B Ed degree will be eligible for Q4 (4 year degree) salary group. This is an amendment to the footnote to the Qualifications Charts. Salary for holding both BA and B Ed degrees will only be backdated to 12 October 1998.

Application should be made to the Ministry of Education Industrial Relations Unit for the determination of a salary group for any qualification that does not appear on the following table or the earlier Charts appended to the respective salary agreements contained in the CECs, or the supplementary lists published in the Education Gazette.

Area Schools

The following lists are additional to the Qualifications Chart in Appendix 2 of the Area School Teachers' Collective Employment Contract.

To be recognised as trained, a teacher in an area school must hold the equivalent of the NZ Teachers' Certificate or the primary or secondary NZ Diploma of Teaching.

The salaries of teachers with qualifications in H1 or H2 grouping on the Qualifications Chart, or Group 2 in the following lists, are funded at the levels shown on Scale FA in the Area School Teachers' Collective Employment Contract.

The salaries of teachers with qualifications in H3 grouping on the Qualifications Chart, or Groups 3, 4 and 5 in the following lists, are funded on Scale FB in the Area School Teachers' Collective Employment Contract.

The salary of a teacher holding a primary or secondary Diploma of Teaching and an additional Higher Diploma of Teaching is funded in H2. The salary of a teacher holding a primary or secondary Diploma of Teaching and an additional Advanced Diploma of Teaching is funded in H3.

Teachers who enrol in the programme of study for the recently introduced three year, pre-entry teacher education degrees such as the Bachelor of Education (Teaching) or the Bachelor of Teaching, and whose Diploma of Teaching counts as credit towards that degree, will not be entitled to a H2 level when they have completed two-thirds of the degree. Secondary Sector

To be recognised as trained, a secondary teacher must hold the equivalent of the NZ Teachers' Certificate, the primary and secondary NZ Diploma of Teaching, or the secondary teachers' graduate Diploma of Teaching.

Teachers who do not hold any of the above enter the salary scale two steps below the entry point for their qualification group. The maximum salary for an untrained teacher who does not hold a recognised qualification is Step 4.

Teachers who enrol in the programme of study for the recently introduced three year, pre-entry teacher education degrees such as the Bachelor of Education (Teaching) or the Bachelor of Teaching, and whose Diploma of Teaching counts as credit towards that degree, will not be entitled to a G2 level when they have completed two-thirds of the degree. However, on completion of the degree their salary will be funded in salary group G3.

A completed Bachelor of Education or Bachelor of Teaching which includes the NZ Diploma of Teaching, it will be recognised in salary group G3. Qualifications gained after entry to the teaching service may entitle the holder to a high maximum salary but not an immediate salary increase.

Application should be made to the Ministry of Education Industrial Relations Unit for clarification of the salary groups for qualifications that do not appear below or on a previous list. These will be assessed on an individual basis.

Teachers holding the Higher or Advanced Diplomas of Teaching or any AdQual (see next page) in addition to a primary or secondary Diploma of Teaching must apply to the Industrial Relations Unit, Ministry of Education for consideration of salary equivalence. Generally these qualifications are not recognised for salary in the secondary sector unless additional papers have been completed that are related to the curriculum area and/or pastoral duties of the appointment.

A completed Bachelor of Education or Bachelor of Teaching which includes the NZ Diploma of Teaching will be recognised in salary group H3. Education Gazette - 17 November 1997

Qualifications additional to those shown on the Qualifications Charts in the Teacher Collective Employment Contracts.

The following awards from nominated providers have been approved for the payment of teachers' salaries in secondary, area and primary schools. These are additional to those that were published in the 5 August 1996 Education Gazette. Qualification awards in teacher education have not been included in the general list of academic qualifications.

As a general guide, Qualification Framework Level 5 equates to group 1, Level 6 to Group 2 and Level 7 to Group 3.

The salary level for awards not listed above or on the Qualifications Charts appended to the teacher collective employment contracts will continue to be considered on individual application to the Ministry of Education, Industrial Relations Unit, P O Box 1666, Wellington.
