Making an application for ESOL funding

Step 1

Make multiple copies of the Assessment Form (ESOL/AF). These should be completed for each new migrant, refugee background or New Zealand born new learner of English before the ESOL Application Form (ESOL/AP) is completed. These documents are available below to download.

• English Language Learners (ELLs) are eligible for funding if they are at the Minimal English stage or score 112 or less in the Student Assessment of Four Modes of English.
• The assessment form should be kept with the student’s records for verification purposes. Do not send this form in to the Ministry with your application.
• When a student transfers to another school please forward the assessment form to the new school.

Step 2

Accurately enter all the details for each new student on the appropriate ESOL Application Form.

ESOL/AP - M Students from a Migrant Background

ESOL/AP - R Students from a Refugee Background

ESOL/AP - NZ New Zealand Born Students of migrant parents.

• Schools should keep evidence of the date of entry and status of the new immigrant students, e.g. copy of passport details. (Please refer to the guidelines for the identification of refugee students.)
• Use the standard names listed below for Country of Birth, Ethnicity, and First Language.
• Note that adult students, foreign fee paying students, and New Zealand Maori students are not eligible and should not be entered on to the application form.
• New Zealand born students who have had 4 years in a New Zealand school are also not eligible.
• New Entrant New Zealand born students only become eligible after 2 terms in school.
• The school must be able to confirm that NZ born students have at least one parent who is a migrant to NZ.

Step 3

Ensure that all details required on the form are complete. Failure to provide these details could mean that your application is delayed. The Privacy Act 1993 requires schools and the Ministry to ensure that the privacy of information is protected.

Step 4

Send in your completed ESOL Application Forms (ESOL/AP) to:
