About the Strategic Plan for Early Childhood Education (SPECE)

A Working Group to develop a strategic plan for early childhood education was set up in August 2000 by the Minister of Education, Hon Trevor Mallard. It is to complete the plan by August 2001.

The purpose of the strategic plan is to provide strategic goals and a framework for policy for early childhood education for the next 10 years. The Government's goals for early childhood education include:

improve access to, participation in and quality in early childhood education, and
Close the Gaps in participation in quality early childhood education between Maori and non-Maori, and Pacific and non-Pacific children.

About the Working Group

The Working Group has 30 members with a combined experience in the sector of several dozen years. Parents' voices are included. The Working Group is led by an independent convenor: Dr Anne Meade. The Working Group is to develop three strands: Maori, Pacific and "mainstream", and weave them together in the strategic plan.
